To implement the National Development Council’s policy on expanding the recruitment of international talent and to bridge cooperation between Taiwanese universities and enterprises through the International Industrial Talents Education Special Program (INTENSE Program), the “2026 Taiwan-Thailand Talent and INTENSE Program Matchmaking Seminar” was held in Taichung on Friday, May 22. Directed by the Ministry of Education and the International Industrial Talents Education Special Program Office, the seminar was hosted by the “Taiwan-Thailand International Talent Circulation Base,” which is jointly managed by National Pingtung University of Science and Technology (NPUST), National Sun Yat-sen University, and Chaoyang University of Technology. The event brought together 24 top domestic universities and 13 landmark enterprises, successfully constructing a golden bridge for transnational talent cultivation and employment.
PRECISE MATCHMAKING FOR STABLE TALENT SUPPLY
Dignitaries including Yu-hui Yang, Director-General of the Department of Technological and Vocational Education at the Ministry of Education, and Professor Wen-yuh Jywe, Project Director of the International Industrial Talents Education Special Program Office, attended the event in person, demonstrating the government’s high regard for international talent circulation. Through its centralized coordination mechanism, the Thailand Overseas Base introduces outstanding Thai students to pursue advanced studies in Taiwan’s critical fields, such as STEM, finance, and semiconductors, while actualizing the objective of “employment at partner enterprises upon graduation.”
In his opening remarks, NPUST President Chin-Lung Chang pointed out that the Thailand Overseas Base aims to construct a “stable talent supply” ecosystem for Taiwan’s industries. Through the flexible mechanism of the INTENSE Program, students are deeply integrated into corporate culture and technical standards right from enrollment. This approach unifies enrollment, specialized program coursework, internships, and eventual employment, ensuring that students possess immediate workplace readiness upon graduation and effectively closing the international talent gaps for enterprises.
CREATING A WIN-WIN FOR INDUSTRY AND ACADEMIA
The seminar specially invited Dr. Pang-Chieh Lin, CEO of the Indonesia Overseas Base at Cheng Shiu University, and Professor Yong-Song Chen, Chair of the Department of Mechanical Engineering at National Chung Cheng University, to provide deep insights into practical strategies for transnational talent cultivation. In the afternoon, Tuksaporn Tubkerd and Wacharamon Jaiman, two Thai master’s students from National Chung Cheng University, shared their personal journeys of studying in Taiwan. Additionally, representatives from companies deeply rooted in international markets, such as L&K Engineering and Tung Feng Engineering, shared their talent selection perspectives, enabling industry and academia to reach a clearer consensus on matching mutual needs.
ROUNDTABLE MATCHMAKING AND LOCAL TALENT CULTIVATION
The seminar also featured an”In-Depth Industry-Academia Matchmaking” activity. Across three sessions of on-site roundtable exchanges, 13 well-known enterprises—including Inventec, Quanta Computer, Taiwan Union Technology Corporation (TUC), Hwang Chang Construction, Earth Power Construction, Wanchi Steel Industrial Co Ltd., and Delpha Construction—conducted one-on-one consultations with 24 universities from across the country. These face-to-face exchanges effectively audited the human resource requirements of each enterprise and precisely targeted the unique strengths of each university’s specialized programs, enhancing the stability and precision of future student recruitment.
Looking ahead, the Taiwan-Thailand International Talent Circulation Base will continue to serve as a pivotal driver between industry and education. It will assist universities and enterprises in executing cooperative plans, allowing more outstanding Thai talent to establish roots in Taiwan, injecting powerful international momentum into Taiwan’s industrial upgrading, and jointly creating a new paradigm for Taiwan-Thailand industry-academia cooperation.
