A Solemn Appeal from the University President: Let Us Work Together for Traffic Safety on Campus

Greetings and warm wishes to the entire NPUST community. As the president of this university, my constant and foremost concern is the safety of every single faculty member, staff member, and student.

Our campus is a shared space for living, learning, and growing together. Maintaining good traffic order and safe habits on the road is not only a legal requirement but also a fundamental demonstration of mutual respect for life. Within our familiar campus environment, we hope to see smooth traffic flow, moderate vehicle speeds, and a mutual courtesy.

Recently, there have been several deeply tragic traffic accidents both on and off campus, resulting in the unfortunate loss of precious student lives. Such incidents cause unbearable grief for the families and have profoundly shocked and saddened the entire university community. On behalf of the university, I extend my deepest condolences to the deceased and offer my sincerest sympathy and care to their families.

As President, I have the responsibility and the duty to remind everyone: Traffic safety is not merely a slogan; violation is risk. A moment of carelessness can lead to a lifetime of regret. Arriving safely at your destination is the most important thing.

I urge all faculty, staff, and students to ride and drive safely and to strictly comply with all traffic signals and regulations both inside and outside the university.

The speed limit on campus is 40 kilometers per hour. Please avoid running red lights, speeding, occupying lanes improperly, or illegal parking. Please remember that driving “slowly” is a necessary prerequisite for “safety,” and “steadiness” is more effective than “speed.” By being “a little slower and a little steadier” you will gain more reaction time and significantly reduce the occurrence of accidents and casualties.

Furthermore, all motor vehicles entering the campus must display a valid vehicle pass and proceed slowly. When driving within the campus grounds, you must obey the instructions for traffic control; do not exceed the speed limit, cut into lanes, or drive against the flow of traffic. All vehicles must be parked in legal, designated spaces to avoid obstructing vehicle passage and safe movement of others.

The university has already begun cooperating with county traffic and police units to install facilities designed to effectively lower vehicle speeds. Additionally, we will conduct joint, unscheduled inspections and enforcement operations both on and off campus. These measures strictly prohibit unlicensed driving, vehicles without the required pass, and illegally modified vehicles from entering the campus. Strict enforcements will be carried out, and violators will be punished in accordance with university rules or relevant laws, all with the goal of ensuring campus traffic safety.

Traffic safety is not only a matter of your own well-being but also that of others. I sincerely hope that every member of our faculty, staff, and student body will take concrete action to uphold safety standards and the responsibility to defend the value of life. Let us work together to create a safe, warm, and orderly campus, ensuring that every trip to school and back home is a safe one.

Thank you for your conscientiousness and self-discipline toward making “traffic safety” a habit, and not just a slogan.

I wish you all well-being, good health, and success in your studies,

Sincerely,

Chin-Lung Chang
